Can't search for some users in single user picker field in Jira Cloud

Summary
When you try to search for a user with a user picker field, that person doesn't appear. Only certain users appear in the field selection box.
The problem may present in one of two ways when editing the user picker field:
- No users are visible
- Some users are visible, but not all
Solutions
If no users are visible in the field
This is caused by the user who is editing the field not having the correct global permission in the Jira instance.
To correct this, add the Browse users and groups permission to the affected user:
- Navigate to
Settings > System
- Under Security, select Global permissions
- Grant the Browse users and groups permission to a group that matches the affected user
- You may first need to add the affected user to a group that suits your organization's needs
If some users are visible, but not all
This is caused by user filtering being configured on the field itself. To validate and correct this:
Navigate to
Settings > Issues
Under Fields, select Custom fields
- Find the affected custom field and select Contexts and default value > Edit User Filtering
- Note: This option is only available for custom field types containing User picker (single user), not User picker (multiple user)
Modify the User Filtering to include the groups and roles you want to be displayed in the field
- The user picker will only show users that are in the groups and roles that you select
Select Save
