You have our exclusive invitation to Early Access Program for Crowd Data Center that includes "PANOPTICON" - License Usage Center prepared during Ship It Live at Atlassian Summit 2019 in Las Vegas.

We are excited to say that besides the presentation during Ship It we have managed to deliver the new license usage monitor in Crowd 3.5 Early Access Program.

Follow the instructions below to download and install the EAP.

This functionality is available for Crowd Data Center only. If you are not a Crowd Data Center license holder, you can create your evaluation license for Crowd Data Center and take Crowd for a spin. You can get your free Crowd Data Center evaluation license from Atlassian license evaluation page.



1.Installing Crowd 3.5 EAP


  1. Download the Crowd Data Center distribution from here.
  2. Install Crowd. See Installing Crowd.

2. Installing "PANOPTICON" (License Usage Center) in the Atlassian Product


The following Server and Data Center products are supported right now: Jira (including Software, Service Desk, and Core), Confluence, and Bitbucket.
  1. Download the Panopticon plugin JAR from here
  2. Install the JAR plugin in the product you want to monitor license usage in. See Installing Marketplace apps.

3. Configure the corresponding application in Crowd


  1. Add your application to Crowd. See Adding an application. 

  2. Set up the application link between Crowd and the application
    1. Go to  > Application Links.
    2. Create an application link to the application.
    3. In the top navigation bar, click Applications.
    4. Click on your application. 
    5. Set the Application link field to a corresponding application link
    6. Set the Synchronisation interval. Do not set value less than 60 minutes. 
    7. Click Save.

4. See the license usage.

  1. In the top navigation bar, click Applications.
  2. Click on your application. 
  3. Click the Licenses tab.
    You can view inactive users in the application.


My license usage list is empty. What should I do?

If the content of you Licenses tab looks like this:


Make sure you have set up the application links and wait for up to 1 hour for the table to be filled with data. If the data does not appear, try running the following command:

curl -X POST \
 http://ADMIN_USERNAME:ADMIN_PASSWORD@PRODUCT_URL/rest/panopticon/1.0/collect-data \
 -H ‘X-Atlassian-Token: no-check’
