This is caused when Workbox - Confluence Provider Plugin is disabled.
Resolution
- Navigate to Confluence Admin > Manage add-ons.
- From the drop-down menu choose System.
- Search for Workbox - Confluence Provider Plugin, and click on the result.
- Press Enable.
