Confluence Standalone fails to start with init Unable to set up application config: no home set error

Problem
When starting Confluence Standalone for the first time, both atlassian-confluence.log and catalina.out show the error

Environment
- Confluence Standalone was started for the first time (either from a fresh install or upgrade).
Diagnostic Steps
- Comment out the value
confluence.homein<confluence-install>/confluence/WEB-INF/classes/confluence-init.properties. - Start Confluence and the error will appear in the logs.
Cause
The value confluence.home in <confluence-install>/confluence/WEB-INF/classes/confluence-init.properties is not set.
Resolution
The value for confleunce.home has to be set in <confluence-install>/confluence/WEB-INF/classes/confluence-init.properties.
