Symptoms

When using the Automatically Adding LDAP users to the confluence-users Group utility, the LDAP user can log in but the user isn't added to the confluence-users group.

Cause

Local groups are not migrated to the Hibernate repository yet.

Resolution

Migrate users and groups from OSUser and AtlassianUser. Otherwise, install Confluence 2.7.x which uses the Atlassian User framework by default.
