You need to enable the APIs from the Administration Console before you can access Confluence remotely.You need System Administrator permissions in order to perform this function.To enable the remote API:Choose the cog icon , then choose General Configuration under Confluence AdministrationClick Further Configuration in the left-hand panel.Click Edit.Click the check box next to Remote API (XML-RPC & SOAP).Click Save.
