JIRA Toolkit Auto Transition Listener fails due to InvalidActionException
Symptoms
When the com.atlassian.jira.toolkit.listener.AutoTransitionListener
executes, it fails with the below exception in the atlassian-jira.log
:

Cause
This can be caused by any of the following:
- The Action ID references an action that does not exist for the workflow of that issue.
- A workflow transition condition is not being met.
- A workflow transition validator is not being met.
Resolution
- Verify that the Action ID is valid for that issue and issue type.
- Check the workflow conditions are met for the user making the change to the issue (the transition).
- Confirm the user is meeting the workflow validators for the transition.
For example, if the listener has been configured to re-open an issue from an email, the user commenting on the issue will execute the transition, and as such will require the appropriate conditions and will also need to meet the validators of that workflow transition.
