Error Message 'Velocity Runtime ran out of parsers' due to Velocity Configurations

Symptoms
Under high load, the following appears in the atlassian-jira.log
:
2011-07-29 10:18:22,314 http-8080-10 ERROR anonymous 618x837773x5 a8n1rp 10.1.38.10 /secure/IssueNavigator.jspa[velocity] Runtime : ran out of parsers. Creating new. Please increment the parser.pool.size property. The current value is too small.
Cause
This is due to the velocimacro.library.autoreload property being set to true, and and the class.resource.loader.cache being disabled.
Resolution
In <JIRA-install>/atlassian-jira/WEB-INF/classes/velocity.properties:
- Set the velocity velocimacro.library.autoreload property to false
- Enable the class.resource.loader.cache
