Connection refused when connecting to SQL server express

Symptoms
When JIRA applications are configured to use Microsoft SQL Server Express, it fails throwing the following errors in the logs:
(Network error IOException: Connection refused: connect)
Cause
Microsoft SQL Server Express can be configured to use a dynamic port on a named instance of SQL Server.
Resolution
- Configure SQL Server to use a static port as described in Microsoft Documentation.
- Please make sure to set to the protocol to listen all no. (Even though you have specified the port. You still need to set this setting on the protocol in SQL Configuration manager TCPIP)
- Start your JIRA application.
